- The Town Planning and Valuation Department is under the administrative control of the Urban Development Department..
- The department was established in the pre-independence era on 30 January 1914 in Bombay under the name of “Consulting Surveyor to Government”.
- Shri. A.E. Mirams was the first Consulting Surveyor to the Government of the Department.
- The Bombay Town Planning Act, of 1915, first came into existence in the then-Bombay Province in the year 1915.
- On 1st August, 1915 the headquarters of the department shifted from Bombay to Pune.
- At that time, due to the need to provide public facilities such as water, roads, electricity, etc. for Mumbai, Pune, and Thane, the Act was enacted and according to its provisions, it was possible to develop a part of the city through Town Planning Schemes.
- However, development under this law was not mandatory but voluntary. After independence, The Industrial Revolution started in the country and in that respect, new cities were developed. Development started with the help of five-year plans in the country and given that, the concept of planned development of new cities came into existence.
- Thus in 1954, the provisions for the preparation of the Development Plan were included in the Act, and in accordance with this provision, it has become mandatory for the Planning Authority to prepare the Development Plan for the areas under their jurisdiction.
- But with time, development started happening outside the city limits, and as there was no provision to control the development on the fringes, these areas witnessed uncontrolled development. To curb the same, the concept of comprehensive development of urban and rural areas came forward.
- On 10th November 1965, this department was designated as “Director, Town Planning and Valuation Department.”
- The Director, Town Planning is the head of this department, and he is the chief consultant to the Government regarding Urban planning and Development in the State.
- Taking into account the uncontrolled development taking place outside the boundaries of the metropolitan cities, during 1965-66, the government constituted a committee under the chairmanship of Mr. Dhananjairao Gadgil.
- As per the recommendations made by the said committee, the concept of Regional Planning and New Towns came forward and since then the Maharashtra Regional Planning and Town Planning Act, 1966 came into existence.
