Objectives and Functions
Objectives of the Department
- To plan development in the non-urban areas with the help of Regional Plans.
- To plan for development in the urban areas with the help of Development Plan.
- To ensure implementation of Development Plan proposals by planning for specific land parcels through TPS.
- To ensure the decisions of the government, in town planning related legal & technical matters, all matters with respect to Maharashtra Regional and Town Planning Act, 1966 as per the principles of urban & regional planning.
- To ensure land development in a structured & regulated manner in ULBs with the help of DCPRs.
Functions of the Department
- To assist the Government in formulating policies related to urban planning and development.
- Preparation of Regional Plans (through the Regional Planning Board).
- Preparation of Development Plans for municipal towns and non-municipal towns wherever needed.
- Preparation of Town Planning Schemes for effective implementation of development plans and planned development of areas in the course of development.
- To act as a consultant to the Government on the legal and technical aspects of the Regional Plan, Development Plan, Town Planning Scheme, Integrated Township Projects, and all matters related to the provisions of the MRTP Act, 1966, and various policy issues.
- Preparing Transportation Plans, Junction Improvement designs, and policies on traffic and transportation-related issues.
- Preparation of layouts on Government lands for rehabilitation and advising the Collector about the same.
- To advise Municipal Authorities, the Revenue Department, and other Departments of the Government regarding land development control.
- To act as an expert in land valuation and land acquisition proposals.
- To help the Department of Registration in preparing an Annual Statement of Rates for stamp duty collection.
- Assistance to the Department of Registration in evaluating cases under sections 31, 32, 34, and 53 of the Maharashtra Stamp Act to the Joint District Registrar.
Objectives of the Maharashtra Regional and Town Planning Act, 1966
- To make provisions for planning the development and use of land in the Regions;
- To make better provisions for preparation of Development Plans with a view to ensuring that the Town Planning Schemes are made in a proper manner and their execution made effectively;
- Creation of New Towns by Development Authorities;
- To make Town Planning Schemes and control the development in the developing area through Area Development Authority;
- To make provisions for compulsory acquisition of land required for public purposes;
- For the purposes connected with the matters aforesaid.
